Global Carbon Steel Raw Materials Industry Flourishes, Driven by Green Transformation and Market Expansion

Coordinated Development of Production Capacity and Environmental Protection Expands Application Scenarios

In terms of balancing production capacity and environmental protection, Tata Steel’s Jamshedpur carbon steel raw materials production base has completed an ultra-low-emission transformation, setting an industry benchmark. With a $1.2 billion investment, the project has increased annual production capacity to 6 million tons (an 18% year-on-year growth) while reducing carbon emissions per ton of steel by 25% and dust emissions by 90%.

“The transformation of this base is a key milestone in our ‘Green Steel 2030’ strategy,” stated Tata Steel’s CEO at the commissioning ceremony. “By integrating China’s blast furnace gas recovery technology and Germany’s waste heat power generation systems, we’ve proven that carbon steel raw materials production can boost capacity while meeting environmental goals.”

High-strength carbon steel from the base has already found diverse applications:

  • It serves as a critical material for track laying in India’s high-speed rail projects, with its exceptional strength and stability ensuring safe and efficient operations.
  • BMW Group has signed a long-term supply deal, with the first 50,000-ton batch of high-strength carbon steel set to be used in BMW car bodies, enabling a perfect balance of lightweight design and durability.

Deepened Regional Trade Cooperation Highlights Local Supply Advantages

Regional trade cooperation continues to yield results. Data from the African Iron and Steel Association shows that intra-African trade in carbon steel raw materials reached $1.93 billion from January to May 2025, a 32% year-on-year increase. Its share of Africa’s total carbon steel imports has risen from 12% in 2020 to 27%.

This growth is driven by ongoing tariff reductions under the African Continental Free Trade Area (AfCFTA). Average tariffs on carbon steel raw materials among African member states have dropped from 12% to 5%, while cross-border logistics times have shortened by 40%.

In Kenya, carbon steel raw materials are increasingly used in construction. Locally produced cold-rolled steel plates now form the backbone of new commercial buildings and residential homes. These plates are supplied to neighboring markets like Uganda and Rwanda via regional trade networks, ensuring stable, high-quality material access. “East African Community countries have established a preliminary carbon steel supply chain,” noted the Chairman of the Kenya Iron and Steel Manufacturers Association. “This localized model gives us a cost edge over European imports.”

Technological Innovation Unlocks New Application Scenarios

Technological breakthroughs are opening new frontiers for carbon steel. A “carbon steel-hydrogen composite storage tank” developed by Japan’s JFE Steel and U.S. renewable energy firm NextEra has recently earned international certification, drawing industry attention. Made with specialized carbon steel, the tank withstands 70MPa high-pressure hydrogen storage at just 60% of the cost of traditional stainless steel tanks.

This innovation offers an affordable solution for large-scale hydrogen storage and transportation. The partners plan to build a Texas-based production line with an annual output of 1,000 tanks to support local hydrogen infrastructure. The technology has already attracted collaboration interest from China’s Baowu Steel and South Korea’s POSCO, potentially revolutionizing global hydrogen storage.

Additionally, carbon steel remains indispensable in energy infrastructure. In large-scale oil pipeline projects across the Middle East, high-strength carbon steel pipes are widely used, leveraging their corrosion resistance and pressure tolerance to ensure safe, efficient oil transport in harsh environments.

Steady Demand Growth and Industry Transformation Create New Opportunities

The World Steel Association’s Carbon Steel Raw Materials Market Outlook predicts 4.2% global demand growth for carbon steel raw materials in 2025, with new energy sectors (e.g., hydrogen equipment, wind turbine towers) leading at 15% growth—emerging as a key industry driver.

In wind power, carbon steel is a primary material for turbine towers. As global wind capacity expands, demand for carbon steel continues to rise. For example, China’s offshore wind projects use carbon steel towers to harness wind energy at sea, transmitting clean electricity to land.

Association economists note that as green manufacturing technologies spread and regional trade barriers fall, the carbon steel industry is shifting from “scale expansion” to “quality and efficiency.” This transformation will foster sustainable growth, with innovative applications across sectors further propelling the industry’s prosperity.
